Where construction money actually goes, and why two bids for the same project can differ dramatically.

Why Bids Vary So Much

It is common to receive bids on the same project that differ by 30 to 40 percent. That usually does not mean one contractor is cheating you. It means the bids are describing different projects.

A lower bid frequently excludes work the higher bid includes: permits, engineering, allowances set unrealistically low, or simply less detail assumed in the finish work. The gap shows up later as change orders.

The only way to compare bids meaningfully is to compare line-item scopes, not bottom-line numbers. If a bid is a single lump sum with no breakdown, you cannot evaluate it.

What Drives Cost

Scope complexity. Moving plumbing, relocating load-bearing walls, and changing rooflines cost far more than replacing finishes in place.

Existing conditions. On remodels, what is behind the walls determines a large share of the final cost. Older homes frequently require electrical, plumbing, or structural upgrades triggered by code once work begins.

Finish level. The same square footage can vary by a factor of three depending on materials and millwork. This is usually the largest controllable variable.

Site access. Hillside lots, narrow streets, and limited staging area increase labor cost meaningfully.

Jurisdiction. Plan check timelines and local requirements affect both cost and schedule.

Allowances and Where They Hide Cost

An allowance is a placeholder for something not yet selected, such as tile, fixtures, or appliances. If the allowance is set low, the bid looks competitive and the overage lands on you later.

When reviewing a proposal, check what allowances it contains and whether those numbers are realistic for the quality level you actually want. This is one of the most common sources of budget overrun.

What to Ask For

Ask for a line-item budget rather than a lump sum. Ask what is excluded, not just what is included. Ask how change orders are priced and approved.
