What Requires a Permit

In general, permits are required for structural work, additions, new construction, electrical and plumbing modifications, HVAC changes, and work that alters egress or occupancy.

Cosmetic work such as painting, flooring replacement, and cabinet swaps typically does not. The line is not always obvious, and it varies by jurisdiction.

Working without a required permit creates real problems at resale, can void insurance coverage, and may require removing completed work. It is not worth the shortcut.

How Plan Check Works

You submit plans to the building department. A plan checker reviews them against code and issues correction comments. Your design team responds, resubmits, and the cycle repeats until approval.

Most projects go through at least one or two correction cycles. That is normal, not a sign something went wrong.

Complex projects may also require review by planning, fire, health, or public works departments, and those reviews can run in sequence rather than in parallel.

Realistic Timelines

Timelines vary substantially by jurisdiction and project type. A straightforward permit in one city may take weeks. A complex hillside or coastal project in another may take many months.

Anyone who quotes you a firm permit timeline without knowing your jurisdiction and scope is guessing. What we can do is tell you what we have actually experienced in that jurisdiction recently.

Hillside properties, coastal zones, and historic designations all add review layers and time.

Why Projects Stall

The most common causes are incomplete submittals, plans that do not reflect current code, missing engineering, and slow responses to correction comments.

The fix is largely front-loaded: a complete, code-current submittal and a team that turns corrections around quickly.
